Florida has taken a big step regarding restrictions for vendors.
Actually, Florida has more hot dog vendors than New York but for some – they've had to work in neighboring cities due to unconstitutional and illegal codes/laws/ordinances that have been put into place by local lawmakers.
And Florida isn't alone. Several states have within them… cities that have protectionist codes to deter and outright ban vending. However… they are illegal and if challenged, all have lost.

Miami Gets Sued
Years ago, I spoke about Miami during the time they put in place some discriminatory rules against vendors. All these, every time – are only to protect (illegally) the local restaurant owners.
Miami got sued and lost, opening the doors to the rights guaranteed by the Constitution.
FLORIDA OVERRIDES CITY RESTRICTIONS FOR VENDORS
In March, 2020 – the Florida Legislature past a bill that negates and overrides all city restrictions and codes that have been making it harder for vendors.
Effective in July 2020, no city or local municipality can restrict vending. It's amazing that a law needed to protect legitimate business folks from the crony-capitalistic lawmakers in these cities. But that's what it is.

Florida State government has had enough and to avoid more suits and the illegal, unconstitutional discriminatory codes from affecting any more lawful business owners (e.g. hot dog vendors) – they have taken that power away from the local politicians and their cronies.
